Simuler la codécision

Ce cours permet aux étudiants de simuler le déroulement de la procédure législative ordinnaire de l'Union européenne. Chaque étudiant endosse un rôle (député.e européen.ne, délégation nationale, commissaire) et défend sa position dans le processus d'amendement d'un texte législatif (réglement ou directive) réel, en cours de négociations dans l'UE.

Le cours se compose: 

• d'une part de séances théoriques visant à expliquer le contenu du texte négocié, les détails de la procédure, les techniques de négociations
• d'autre part, cinq séances de délibérations
• trois séances avec des intervenants externes (experts ou acteurs des institutions et de la société civile européennes) venant expliquer la pratique de la procédure législative, et débatrre des positions en présence sur le texte examiné lors d'une table ronde

L'objectif du cours est de familiariser les étudiants avec le processus législatif de l'Union européenne par la pratique. Les compétences visées ont trait à la capacité de négociation dans ses multiples dimensions: connaissance des règles formelles et informelles, capacité à construire des alliances stratégiques/des majorités, capacité d'expression orale lors des sessions des institutions, gestion des contraintes liées au cadre de négociation (temps, réunions, secrétariat), etc.

Une bonne conaissance du fonctionnement des institutions européennes est requise. 

Ce cours met en oeuvre l'apprentissage par la pratique.
L'accent est mis sur l'investissement actif et les interactions entre les étudiants, non seulement à travers les séances de simulation, mais aussi par les activités parallèles en dehors du cours (réunions bilatérales ou mutlilatérales, faux comptes twitter, pastiches d'articles de presse, etc.)
Le cours met également les étudiant.e.s en contact avec des experts et acteurs de la vie politique bruxelloise. Des séances impliquent un expert des négociations européennes, un fonctionnaire Parlement européen expliquant les dynamiques de trilogues et chaque année, nous invitons lors d'une table ronde à l'ULB des acteurs réellement impliqués dans les délibérations relatives au texte sur lequel travaillent les étudiant.e.s (rapporteur.e au Parlement européen, fonctionnaires de la Commission européenne, représentants de la Présidence du Conseil, partenaires sociaux et société civile).

Additional information

Le cours est largement bilingue. Les séances théoriques se déroulent en français, mais l'anglais est le plus souvent utilisé par les intervenants extérieurs. Le travail d'amendement du texte législative est effectué, lui, en anglais.
Dans tous les cas, chaque participant a le choix de s'exprimer en anglais ou français lors des réunions/simulations ainsi que de choisir la langue de rédaction des travaux écrits.
