Course content
Study of public procurement regulations in traditional sectors (mainly), foundations, general principles, awarding procedures (detailed), performance of contracts, obligations of information, motivation, standstill and (legal) remedies. Study of the regulations organising the control of the administration.
Objectives (and/or specific learning outcomes)
To give students the keys to the subject of public procurement, the tools that will enable them to understand the ins and outs of public contracts, or even to construct or contribute to them, either as a public purchaser or as a tenderer and successful bidder. Explain to students the principles of administrative control and the bodies competent in this field.
